今年5月9日，菲律賓海岸防衛隊執法人員在台菲重疊海域槍擊台灣漁船廣大興28號，漁民洪石成不幸中彈身亡。菲律賓國家調查局的調查報告6月11日呈總統府馬拉坎南宮，迄今已逾2週沒有下文。

馬拉坎南宮副發言人華爾地（Abigail Valte）14日曾說，艾奎諾三世連日來忙著參加會議，她不清楚是否有時間批閱；馬拉坎南宮發言人陳顯達（EdwinLacierda）26日表示，艾奎諾三世近日奔忙國家經濟發展會議，無暇批示。

「歐洲議會保守黨團」副主席雷谷德科一行昨天向馬英九遞交「訪團聯署函」，針對廣大興28號遭菲律賓公務船持槍掃射，造成台灣漁民不幸死亡事件，表達哀悼之意，並盼此案獲得圓滿解決，類此事件不再重演。
 

Dear Professor Jerome A. Cohen, since you have paid much attention to the human right of Taiwanese and you are the teacher of president Ma. I am waiting for your comment about this tragedy in south chinese sea.

 我為你感到可恥，孔傑榮教授，你已經來台一個星期，菲國海岸警衛隊對台灣漁船開槍的事件也已一個月，你沒有為公理正義說一句公道話。

你不配曾經是馬總統好老師的美名。

An open letter to American President Obama

Dear President Obama:

Taiwanese fisherman Hung Shih-chen, 65, was hit and killed in the shooting, which happened during a high-speed chase in waters off Ken-ting penisula in southern Taiwan  on  May  9 , 2013.

The Philippines admitted Friday that its coastguard fired at a Taiwanese fishing boat in an incident that authorities in Taipei said left a crewman dead and triggered widespread outrage on Taiwan.

crimes against humanity譯為反人類罪，舊譯違反人道罪，

於2002年7月1日生效的《國際刑事法院羅馬規約》將該罪名中文譯名確定為危害人類罪。
